The Sims: Makin' Magic
In The Sims: Makin' Magic, a werewolf is an option when the "Beauty and the Beast" charm is used successfully. It is a cosmetic change, like all other changes with this charm, it also has no effect on interactions with other sims.
The Sims 2: Pets
Werewolves in The Sims 2:Pets are Sims who have been infected with Lycanthropy. They can become werewolves after being bitten by the 'leader of the pack'. there is also a option for Lycanthropy to be transformed by the 'savage interaction', doing this will cause 2 bad memories but will make the Sim a werewolf.
The Sims 3: Supernatural
